Ernie began the meeting by reviewing the minutes from the January 25, 2000 teleconference. No changes were requested.
Ernie proceeded with the agenda and stated that the vision/mission statements were revised based on comments and suggestions from committee members from the last meeting. No additional comments were made. Committee felt comfortable with the statements.
Ernie reviewed the performance measures recommendations with the committee. The first three recommendations were previously agreed upon by the committee. Recommendation four and five were added based on conversations Ernie has had with other board members. Ernie read the two additional measures and discussed the board member comments. Ernie asked the committee if they were comfortable with the five measures. Deborah commented that she felt the measures looked good and were measurable. No other comments were made. Ernie stated that he would share the committees recommendations with Mike Summers and the performance measures committee once it is established.
Ernie began with the review of the Five Year Strategic Plan. Ernie commented that the committee should be looking at three areas when reviewing the plan:

Issues or concerns the committee has with language in the plan;

Language in the plan that was written well; and
-
Language in the plan that produces challenges for the committee to address in the future.
The committee followed the review format according to the handout "Workforce Investment Act Committee Focus Areas" when reviewing the plan. See document titled "Comments Regarding the Five Year Strategic Plan, Youth Portion for the committee members comments.
Ernie began discussion around the ten program elements. It was decided to develop a document similar to the performance measures document that addresses key thoughts and suggestions regarding the ten program elements. The committee came up with four recommendations regarding the ten program elements and will review and discuss these further at Wednesday’s breakout meeting. Deborah Catri suggested that the state define "Alternative Secondary School" so the local areas have an understanding of what the state means by alternative secondary school. Deborah asked if the suggestions with the program elements were all inclusive or are there other suggestions we could offer, she noted there was some suggestions not mentioned. Lyn Bissonnette stated that the list was just suggestions and that the local could add to the list or build from what was there. Lyn also stated that staff would look at the list again and make the changes and also reference a guidance letter sent out by Department of Labor to see if there are other suggestions we can offer.
No other comments were made regarding the ten program elements.
