Ohio Foreign Labor Certification Program

The Foreign Labor Certification (FLC) program provides certain protections to ensure that job opportunities (permanent or temporary), wages, and working conditions of U.S. Workers will not be adversely affected by the employment of foreign workers. 

 FLC is the first stage of employment-based immigration and provides a way for Ohio employers to hire foreign workers if U.S. workers are not able, willing, qualified, and available to fill job openings. 

Did you know?

The FLC unit has helped many employers find and employ U.S. workers. Each year, Ohio employers hire over 4,000 foreign workers to perform temporary,  full-time work.
