Employers

The Office of Workforce Development (OWD) offers a variety of direct and indirect services to businesses and other employers in Ohio. OWD manages programs to assist business in finding good employees, funds training on and off the job that improves the quality of Ohio’s workforce, and administers tax credits that are available to businesses that hire certain eligible workers.

Programs 
  1. Foreign Labor Certification (FLC) – Helps Ohio employers to hire foreign workers when there are an insufficient number of U.S. workers who are willing, able, or available to perform a job.

Did you know?

Employers participating in National Emergency Grant On-the-Job Training (OJT) projects receive reimbursement to offset the cost of training dislocated workers experiencing prolonged unemployment.

  • Ohio Farm Worker Program – Helps employers find US workers who are willing to relocate to fill temporary agricultural and food processing jobs.
  • Workforce Investment Act (WIA) – Provides services to help adults,   dislocated workers, and youth prepare for and find a job.
  • Work Opportunity Tax Credit Program (WOTC) – Provides Ohio employers with a credit against their federal tax liability for hiring individuals from eleven target groups of disadvantaged job seekers.

Early Warning Network – The function of an Early Warning Network is to identify firms that may be at risk of closing or laying off workers, and to help those firms’ access public and private resources that will make it possible for them to retain their workforce and lead to growth in Ohio.

Layoff Aversion and Rapid Response – Responds to plant closings or layoffs with no-cost information about services. Businesses that lay off 50 or more workers are subject to WARN notification rules.
