The mission of the Ohio Foreign Labor Certification Program is to:
- Assist employers in hiring foreign workers, temporarily or permanently, when there are not sufficient United States workers who are able, willing, qualified and available to perform the job;
- Insure that the employment of the foreign worker will not adversely affect the wages and working conditions of United States workers that are similarly employed;
- Assist the United States Department of Labor in certifying to the Secretary of State and the Attorney General that these conditions are met before a foreign worker is brought to the United States on an employment-based visa.
